Russia has a well-developed healthcare system.

Many pharmacies operate 24/7, and appointments with doctors can usually be scheduled within a short time. Emergency medical services also respond quickly — on average within about 20 minutes. In recent years, millions of foreign citizens have come to Russia to receive medical care. Foreign citizens have the right to free emergency medical assistance in situations where there is a threat to life or health. In such cases, an ambulance can be called by dialing 112.

To receive non-emergency medical services — for example, visiting a general practitioner or a dentist — a medical insurance policy is required. Obtaining such a policy is a mandatory requirement for studying at a Russian university.
  • Voluntary Medical Insurance Policy (VMI)

    • The policy is required for all foreign citizens arriving in Russia if they do not have compulsory medical insurance.
    • It is issued on a paid basis through an insurance company.
    • Medical services are provided only in the clinics and medical institutions included in the insurance program.

Safety

Russia is considered a country with a relatively low level of crime compared to a number of other major countries.

According to the Numbeo Crime Index for 2024, Russia ranks higher in terms of safety than the USA, France, Canada, and several other countries.


Russian universities have an access control system in place. Only students, faculty, and university staff are allowed to enter academic buildings and dormitories. Security is ensured by guards who work around the clock. Building entrances are equipped with metal detectors, and video surveillance systems are installed inside.

In addition, universities regularly conduct briefings and inform students about safety rules and behavior on campus. Many institutions have dedicated support services and administrative departments that help quickly resolve organizational issues and provide comfortable conditions for studying and living.
